Combine chicken, vinegar, soy sauce, water, garlic, bay, and peppercorns. Marinate 20 min.

Bring to a boil, reduce heat, simmer covered 25 min.

Remove chicken, brown in oil 3 min per side.

Return chicken to pan, simmer 5 min more to thicken sauce.
